The exotic glaives are tied to the wellspring because one quest that unlocks the exotic glaive quest requires you to craft 2 wellspring drop weapons, the glaives are not random drops and once you've unlocked both weapon patterns for the quest you don't need to play wellspring again for you other characters ... It literally says "The first exotic glaive is unlocked from Report: Reverse-Lure. Subsequent Exotic Glaives can be acquired from The Wellspring activity" in the description of each pattern. You can only get one exotic glaive from the quest, the others are super rare wellspring drops.
