You are actually just clearing the merchant inventory from the Khajiit caravan that travels between Dawnstar and Riften. In all seriousness Bethesda did not patch this out. At least in oldrim. There was a day where I tried to find it back on 360, looked in the exact spot it was supposed to be, and couldn't find it. Naw it shows up on my 360, but not on my ps4, and I did not upgrade to newest version cuz it would disable some of my mods.
