There is a general manufacturing warehouse on the south end of Louisville near the main 4 way highway intersection. It’s just south east of that intersection and has a bunch of good places to raid next door - metalworking factory, mechanic, and electrical for example. Whole area is pretty sealed off with high fences and only has a few entrances.The best location is the one you put time into, ultimately. A standard house with enough fortifications can and will outshine a base that you die before you reach.
