Since offline is only one person, the server loads only the bare minimum of loot. Don't think that will ever change.

Maybe the networking is holding up the main thread. Now i know this sounds weird and shady but If you run nvidia's experience on your pc then go into app settings and find tarkov exe and turn off vsync off. Then go ingame and in the menu turn on the vsync and that will unlock your frames.
