The chest (like the Dawnstar chest) corrisponds to the Khajiit caravan that stops there every once and a while. If you wait 48 hours and then talk to the leader of the caravan and the items in the chest will respawn. Also the chest resets automatically every month (Frostfall, Last seed, etc.).

So I'm trying to do the dawnstar caravan speech leveling trick, but the caravan is NOT SHOWING UP. however, the two armed khajiit that guard the caravan are showing up, the rest of the khajiit are not. The chest is still here, full and lootable. But the caravan will not show up.
